Minimum Essential Coverage Information Reporting (MEC IR)
An update is now available for your HR program that allows you to generate electronic 1094-C and 1095-C files that are acceptable for uploading to the CA Franchise Tax Board.
Everyone needing to upload MEC IR files to the FTB will need to update their program. To update your Datatech software, go to Tools > Check for Updates.
Deadline for Filing: 2020 MEC information returns are automatically extended until May 31, 2021.
Who Needs To File MEC IRs?
Insurance providers are required to report health coverage information to the CA Franchise Tax Board. Employers are also required to report insurance information, but only if their insurance providers do not report to FTB.
This means self-insured employers who provide coverage to California residents will need to file 1095-C forms with the state.
You are only required to file forms for employees that enrolled in the self-insured coverage provided by your company. It is not necessary to file forms for employees that did not enroll in coverage.
What Do I Need to Do?
If you have not already done so, create an account with the FTB and begin the enrollment process.
During the account set up process you may be asked how you will be submitting the information, either A2A or the MEC FX Portal. You should select MEC FX Portal.
How Do I Get My Testing TCC Code?
Once your enrollment has been approved, the FTB will assign you the participation keys and codes. You will receive your testing TCC code first.
What Happens After I Submit My Testing Files?
After your testing files are approved, the FTB will assign a Production TCC code. You will be able to submit the MEC Information Returns with your Production TCC code.
What if I Am Still Waiting for My CA-TTC Code?
If you have submitted your test transmission but have not receive your Production TCC, email FTBFXPortal@ftb.ca.gov with the following information:
- Subject: Test Scenario Transmission Evaluation
- Organization Name and ID Number
- Responsible Official Name
- Receipt IDs for each of the Test Scenario Transmissions applicable to your organization
